Together with narrow circle of banks and educational institutions department since 2007 starts pilot project on distribution of educational credits. On a plan of developers of program, crediting of students will be conducted in two directions: educational credit should cover expenditure of student at training on commercial branches of high schools (up to $25 thousand for five years), and accompanying - charges on residing. Last parameter paid off proceeding from sum of a capital living wage - $150 in a month.
"Concept means participation of state. It will guarantee return of 10 % of sum against volume of given out credits, - main ideologist of experiment Michael Matrosov explains. - for example even if non-return will make 9 % from total amount of credits - and it is high enough percent - it turns out, that state completely compensates to banks losses ". Distinctive property of new "educational" credit becomes also low interest - 10 % annual. And count on reception of such credits can 30 thousand entrants to which will manage to participate in project. Experiment will be prolonged three years, and crediting only on leading high schools with serious reputation will extend.
However, whether Russian students even with such interesting offer, big question will be tempted. So, experimental conditions not too differ from conditions of largest player in market of educational credits. But from it for last three years on training have borrowed all about three thousand Russians.
